Illegal Immigrant Charged with Attempted Kidnapping and Sexual Assault of Children

A Lubbock County, Texas, grand jury has charged an illegal alien from Honduras with attempted kidnapping of a four-year-old boy earlier this month. Delmer Orlando Ortiz Licona, 29, is already facing an accusation of sexual assault of a seven-year-old girl that occured last August.

The latest victim’s mother said that Licona approached her and her son while she was waiting to pay her rent. She said Licona came up to them and asked how old her son was. At that point the boy’s mother said she moved quickly to her vehicle and hurried to get her son into his car seat.

The mother said Licona then rushed up beside her and grabbed her son around his waist in an attempt to pull him out of the vehicle. She said that after she began punching Licona to defend her child, he ran away to an unknown location.

The police report indicates that Licona’s car was parked nearby and positioned as if it were ready for a fast getaway.

Licona was arrested and is currently being held at the Lubbock County Detention Center and his bail has been set at $430,000. However, federal Immigration and Customs Enforcement (ICE) has reportedly issued a detainer covering Licona. The detainer would require Lubbock County officials to turn Licona over to ICE custody if he is released from jail there for any reason.

Licona has also been identified as a perpetrator of an alleged sexual assault in February. Lubbock police responded to a domestic disturbance call in which a woman alleged that Licona was let into her apartment by her mother because of their dating relationship.

The victim said that she was asleep in her bedroom at the time and was awakened when Licona got in bed with her and said he wanted to have sex with her. He allegedly attacked her when she refused and eventually ran out her back door before being apprehended by police in a nearby alley.

The victim obtained a protective order against Licona thereafter. Twenty days later, he returned to the victim’s residence in violation of that order. Police were called and took Licona into custody after he was discovered in the residence after an apparent struggle. He was booked into the county jail but was later released.

Licona’s alleged sexual assult against a child occured last August when a woman who was involved in a dating relationship with him told police she discovered him naked in her seven-year-old daughter’s bedroom in her bed with her. The woman chased Licona away, eventually chasing him down and hitting him with her car.

At a news conference related to the latest charges, a Lubbock police officer confirmed that Licona had also been identified as a person of interest seen taking photos of children at a city park.
