Just days before the upcoming election, Milwaukee faces a potential ballot scandal as the Conservative Political Action Conference (CPAC) files a complaint with the Wisconsin Elections Commission (WEC). CPAC’s complaint alleges that an unknown individual deposited hundreds of absentee ballots into a Milwaukee drop box, which CPAC says constitutes illegal ballot harvesting, a practice banned in Wisconsin.
According to the complaint, a witness observed a person placing as many as 500 absentee ballots into a drop box outside Milwaukee City Hall on October 25. The witness, who documented the alleged incident with photographs, described seeing the individual empty two bags, including a large green bag, into the drop box before fleeing. CPAC reported these findings to both the WEC and local police, urging an investigation into what it calls “fraud or corruption in the voting process.”

CPAC Chairman Matt Schlapp took to social media, emphasizing the seriousness of the allegations. “A witness reported an individual depositing a significant number of absentee ballots into the drop box before fleeing the scene,” Schlapp posted, adding that CPAC is committed to upholding election integrity and wants these claims thoroughly investigated.
The witness reported that while sitting outside City Hall, he saw the suspect approach the drop box with two bags, one of which appeared to be full of ballots. After depositing the ballots, the individual quickly left upon noticing they were being watched and photographed.

Milwaukee election officials have faced scrutiny before over election procedures, with past controversies related to ballot counting delays and allegations of election integrity issues. The city’s former election director, Claire Woodall-Vogg, was previously criticized for delays during the 2020 election count and for her use of “Zuckbucks,” funds from Facebook’s Mark Zuckerberg intended to assist election operations.
Paulina Gutierrez, the current Milwaukee election administrator, has stated that the city’s drop boxes are equipped with cameras and that ballot courier teams are specially trained. CPAC is now urging the WEC and Milwaukee Police Department to review these allegations and verify whether ballot tampering or illegal harvesting has occurred.
